I believe a 20 year veteran of the Romulan Tal Shiar is the perfect Chief Tactical Officer for the Hartington. His experiences posing as a Vulcan science officer, before and during the Romulan contact with the Federation (which placed him squarely in Federation space, and exposed him to technology), and later in 2371, (while seconded to the Obsidian Order) , training Cardassian troops in the use and understanding of Romulan technology, make him an ideal candidate for understanding the tactical capabilities of a large number of ships. His betrayal at the hands of a Dominion spy ensure he has the focus to be a tough and persistent adversary of any Dominion ally.

In 2374, years of recovering from his wounds during the ambush in the Gamma Quadrant, and his investigation of the compromised Romulan security services, gave the Federation invaluable information into the inner workings of a highly secretive society, and his work in the Obsidian Order has given him great exposure to knowledge of the Gamma Quandrant.

Finally, he is a tough veteran of war, a quick study of alien devices, and an expert in Romulan hand-to-hand combat techniques. He understands and expects discipline, but experiences the emotions and frailties of any sentient species. This opens the possibilities of subplot, conflict and team-building on many levels.
